Hong Kong has strengthened airport health checks after a laboratory worker died from unexplained severe pneumonia in Russia.

The Centre for Health Protection said on 12 October that the immediate risk to Hong Kong was low. It has received no recent reports of unexplained pneumonia among residents or travellers arriving from Russia.

Checks for arriving passengers

Health officers are checking temperatures at gates serving relevant flights from Russia and assessing passengers with symptoms.

Travellers who visited Siberia’s Irkutsk Oblast within the past 14 days are being asked to declare their travel history to Department of Health staff on arrival. Passengers showing signs of pneumonia will be referred to a public hospital after assessment.

The CHP will also alert doctors and hospitals to report unexplained pneumonia in patients who visited the region during the 14 days before becoming ill.

What remains unknown

The World Health Organization’s 10 October report concerns an employee of the Irkutsk Antiplague Research Institute who died after being admitted to hospital with severe pneumonia.

Russian authorities told WHO that testing had not detected plague or other tested high-threat pathogens, and no further linked cases of severe pneumonia had been identified. They also reported that investigations found no laboratory biosafety or biosecurity incident.

WHO has found no evidence of ongoing transmission based on the information supplied. However, the worker’s diagnosis remains unconfirmed, and WHO says a laboratory-associated exposure cannot yet be fully excluded.

WHO currently advises no travel or trade restrictions related to the event.

Advice for returning travellers

The CHP advises anyone developing respiratory symptoms after returning to Hong Kong to wear a mask, seek medical attention and tell their doctor about their travel history.
