Proposed restrictions on access to Hong Kong’s land records are facing legislative scrutiny amid concerns about their implications for journalism and public oversight.

The proposals form part of subsidiary legislation supporting a new title-registration system for new land, which the government plans to introduce in the first half of 2027.

Under the proposed arrangements, searches would need to serve specified purposes. Applications relying on public interest would be assessed individually, while access to historical documents would face additional eligibility requirements.

The Hong Kong Journalists Association has objected to the changes, arguing that reporters often need to examine records before they can establish the public-interest significance of a story. Legislators have also called for clearer assessment criteria and practical arrangements for media applications.

The government says the changes aim to protect personal privacy while maintaining transparency and efficiency.

The Development Bureau confirmed that eight pieces of subsidiary legislation were gazetted on 16 October and scheduled for tabling at Legco on 21 October. The planned title-registration system will initially cover new land; existing land will remain under the deeds-registration system until converted.
