Non-local students entering Hong Kong’s public universities in the 2027–28 academic year face higher tuition fees, with increases of up to 26% for general undergraduate courses.
Seven of the city’s eight publicly funded universities have published their fee schedules. The announced increases average 17% compared with the current academic year, although the amount students pay will depend on their university and programme.
At the University of Hong Kong, annual tuition for non-local students admitted to medicine and dentistry will be HK$590,000. These programmes have a separate fee level from the university’s other undergraduate courses.
HKU lists annual non-local tuition of HK$280,000 for designated STEM faculties and schools, excluding its medicine degree, and HK$250,000 for designated non-STEM faculties and schools.
The higher fees come as Hong Kong expands capacity for non-local students. From the 2026–27 academic year, the permitted ceiling for self-financing non-local students at each funded post-secondary institution rises from the equivalent of 40% of local student places to 50%.
That ceiling is calculated against local places; it does not mean non-local students can occupy half of all places. The government has said its provision of 15,000 funded places for local students will remain unchanged.
For prospective applicants, tuition is only part of the cost of studying in Hong Kong. Accommodation and other living expenses will need to be budgeted separately, while scholarship support depends on eligibility and the award offered.
