The Hong Kong Monetary Authority (HKMA) has announced a framework to support responsible artificial intelligence use in banking as systems gain greater autonomy and access to data, tools and workflows.
Unveiled on 15 October, the ART framework centres on Accountability, Resilience and Trust. It combines newly issued supervisory guidance with plans for shared training data and further testing of agentic AI.
Agentic AI can plan and carry out multi-step tasks within defined boundaries and controls. The HKMA said more than 60 per cent of use cases in its second Generative AI Sandbox cohort explored this technology.
The authority is working with Cyberport and the University of Hong Kong on an AI training-data sharing platform, with data quality assurance central to its design.
Further trials will take place through the GenAI Sandbox++. An upcoming discussion paper will explore accountability, a register of material AI agents and mechanisms for intervention.
The announcement sets out both immediate guidance and further work. The proposed supervisory framework for agentic AI governance remains subject to an upcoming discussion paper.
